Background

The intervention strategy of the United Nations Development Programme (UNDP) Elections Project in Haiti is part of the overall objective of UNDP to support democratic governance in Haiti. It is specifically designed to support the national ownership of the Permanent Electoral Council (CEP) through a process of transfer of electoral knowledge and skills and in the organization and management of electoral cycles, in order to meet internationally recognized quality standards for the conduct of elections.

This intervention strategy includes technical assistance related to the review and finalizing of the CEP’s internal procedures, rules and guidelines, in order to ensure their compliance with the existing legal framework, and at the same time contribute to the preparedness of the institution for the next elections. The intervention strategy also includes technical assistance related to gender mainstreaming, through drafting documents and organizing training activities on gender and elections, with the objective to promote the full participation of women in elections as voters, candidates and actors of the electoral process.

Duties and Responsibilities

The international consultant will perform the following functions:
  • Assist senior technical staff of the CEP to review and finalize manuals of procedures with a gender perspective, and make recommendations to ensure their compliance and coherence to the existing legal framework;
  • Assist senior technical staff of the CEP to review and finalize internal rules and guidelines with a gender perspective, make recommendations to ensure their compliance and coherence to the existing legal framework;
  • Finalize the compendium describing the stages of the electoral process in Haiti and the participation of the national and international stakeholders;
  • Contribute to the implementation of the project’s gender and elections component;
  • Draft documents to be published on gender and elections in Haiti;
  • Organize training activities for national stakeholders on gender and elections, using BRIDGE and other internationally accepted methodologies;
  • Any other duties as assigned by the Chief Technical Advisor.
Key results / Deliverables:
  • Finalization of CEP manuals of procedures;
  • Finalization of internal rules and guidelines of the CEP;
  • Finalization of the Haiti electoral compendium;
  • Production of documents on gender and elections to be published;
  • Organization of the BRIDGE training and other activities related to gender and elections;
  • Monthly and final report of activities.
Expected Outcomes:
  • Improved capacities of CEP Senior technical staff to harmonize internal procedures, rules and guidelines, incorporating a gender perspective;
  • Compilation of written documents to enrich the institutional memory of the CEP and of the electoral process in Haiti;
  • Increased awareness on gender and elections of CEP and key actors of the electoral process through the publication of relevant documents.
  • Improved capacities of the CEP and national stakeholders on gender mainstreaming in the electoral process through training activities.

Required Skills and Experience

Education:
  • Masters degree in Law, Political Science, International Relations, Development Studies, Public Administration and Management or relevant social sciences;
  • Specialized training on gender and development.
Experience:
  • Minimum 5 years of experience in the field of electoral administration and/or international development
  • Knowledge of writing techniques for the drafting of legal texts;
  • Familiarity with general aspects of international legal and political systems;
  • Strong writing abilities;
  • Knowledge of international referents for gender mainstreaming and electoral systems.
Language:
  • Fluency in French, English and Spanish, both oral and written is essential.

Documents to be included when submitting the proposals:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work;
  • Financial proposal;
  • P11 at least 3 references.

Financial proposal should specify a total lump sum amount.
 
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
 
Two stage evaluation procedures will be applied:

  • Technical evaluation – 70/100;
  • Financial evaluation – 30/100.

Only candidates obtaining a minimum of 70 points would be considered for the Financial.
