BRIDGE Civic Education Development Project

The BRIDGE Civic Education Development Project (CEDP) is a professional development project to build capacity in people working in areas of democracy and governance.

This project developed from the concept of establishing a civics and governance component within the umbrella of BRIDGE. BRIDGE stands for Building Resources in Democracy, Governance and Elections and the CEDP aims to expand the current BRIDGE elections (E) curriculum to include the Democracy and Governance (D and G) of BRIDGE.

The symposium « Gender, cities and local governance in the Arab world and in the Mediterranean region» aims to study urban development by focusing on gender issues and the role of women in this process because social norms related to gender are linked to the internal transformations within any given society. The symposium will discuss the role of women in urban planning and management. Women’s daily experience and activities within the public space are different from men’s own perceptions about the city: social activities, social interactions, employment or the daily schedule for example vary greatly and also depend on norms and social values. We contend that studying urban spaces through the lens of gender is a relevant approach to enrich the existing literature focusing on social, cultural, economic and political issues inside the city. While there is a growing body of research focusing on gender in the field of urban studies it is important to broaden and deepen the scope of the research on these issues.

Guatemala: Women Make Headway in Politics - and Want More

"The election of a woman president in Costa Rica is a step forward for women in the region's political arena, and a qualitative advance in terms of political democratisation," political analyst José Dávila Membreño told IPS.

Chinchilla, of the governing National Liberation Party (PLN), became the third woman president to be democratically elected in Central America, after Presidents Mireya Moscoso in Panama (1999-2004) and Violeta Chamorro in Nicaragua (1990-1997).

"Women have been discriminated against, with a view that they should stay at home and that they are not fit for public responsibilities. But this attitude is gradually being overcome, because women have shown that when they occupy public office, the quality of politics can improve," said the political scientist.

Bolivia: Unprecedented Gender Parity in Cabinet

"My great dream has come true: half of the members of my cabinet are women, and half are men," said a visibly moved Morales when he presented his new team of ministers Saturday, the day after he was sworn in to a second term.

"This was an impressive surprise," Jimena Leonardo, one of the heads of the Bartolina Sisa federation of peasant women of La Paz, told IPS.

Three of the 10 female members of the cabinet are indigenous social activists.

The President is Head of State and is directly elected by an absolute majority in a secret, universal, adult ballot. The President is eligible for election for two five year terms. Prime Minister is head of government and is elected by the National Assembly and appointed by President. The Prime Minister must resign if motion of censure is passed by a majority of National Assembly.

Parliament consists of a National Assembly and a Senate. The National Assembly has 160 seats elected from single member and two member constituencies by a plurality. Members serve a five year term. The Senate consists of 90 members, 10 are elected from each of the six provinces by proportional representation, by an electoral college consisting of provincial councillors (elected by direct universal suffrage) and the mayors. The other 30 are appointed by the President to represent economic, social, cultural, and religious groups. Senate members serve a term of five years.

The President is elected by popular vote to serve a 4-year term. In the Senate (Senado) 102 members are elected by party list to serve 4-year terms. In the Chamber of Representatives (Cámara de Representantes) 166 members are elected by popular vote to serve 4-year terms.

For Presidential Elections is used the absolute majority system with second round election. For the Senate elections is used the proportional (method of the natural quotient; higher rest) system, closed and blocked list, without a personal vote or legal barrier. The participation in the electoral process is voluntary. The financing of electoral campaigns are public and their expenses are limited by law.

The electoral organization in Colombia is directed by the National Electoral Council (Consejo Nacional Electoral). This organism is in charge of guarding the respect of the law related to political parties and movements and of the dispositions on electoral publicity and surveys of public opinion, the rights of the opposition and the minorities, and the development of the electoral processes in conditions of total guarantees.

Togo is a one party dominant state with the Rally of the Togolese People in power. Opposition parties are allowed, but are widely considered to have no real chance of gaining power.

The President is elected by popular vote to serve a 7-year term. In the National Assembly (Majlisi Milliy), 34 members are elected by indirect vote to serve 5-year terms. Of these, 25 are selected by local deputies and 8 are appointed by the president, while 1 seat is reserved for the former president.
In the Assembly of Representatives (Majlisi Namoyandagon), 22 members are elected through a party-list proportional representation system and 41 members are elected by majority vote in single-member constituencies. All members serve 5-year terms.
