The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. International IDEA acts as a catalyst for democracy building by providing knowledge resources, policy proposals and supporting democratic reforms in response to specific national requests. It works together with policy makers, governments, UN organizations and agencies and regional organizations engaged in the field of democracy building.

International IDEA’s notable areas of expertise are: electoral processes, political parties, constitution-building processes, democracy and gender and democracy assessments. International IDEA works worldwide. It is based in Stockholm, Sweden, and has offices in Brussels, New York, Latin America, Africa and Asia.

Context:

International IDEA’s mission is stated as “supporting sustainable democratic change through comparative knowledge resources, assisting in reform and influencing policies and politics.”  IDEA has identified four key impact areas in which it will implement its strategy: Elections, Constitutions-building, Political Parties and Representation, Democracy and Development. It has also identified gender, diversity and security/conflict as cross-cutting issues which need to be addressed in the global, regional and country programmes.

In countries of the North and South alike the rise of new/old intolerant political ethno-nationalisms is calling into question prevailing acceptance and recognition of diversity as a basic democratic value and principle.  IDEA recognizes that diversity is a key challenge in building democracy and needs further attention. There is a need to identify, better understand, and develop the range of approaches to, and resources for the management of human diversity within democratic institutions and processes. IDEA is therefore recruiting a Senior Advisor to support the work in the key impact areas in addressing diversity. 

The Senior Advisor will be stationed at Headquarters, Stockholm Sweden  under the direct supervision of the Director of Global Programmes and work with the entire institute to address diversity issues and bring in the diversity perspective in global, regional and country programmes.

The main functions of the post:

To advise on the diversity dimension as a cross-cutting issue in the Institute’s programmatic work;

To integrate  diversity issues in the design and implementation of the Institute’s programmes;

To provide analytical inputs to programmes, projects and other International IDEA processes (such as the strategy development processes, monitoring and evaluation of projects etc) in the area of diversity;

To actively engage in policy debates and policy formulation in the area of IDEA’s work, bringing the diversity perspective into such debates and policy initiatives for influencing key actors at the national and international/global levels;

To serve as a resource for analysis of political developments from a diversity perspective in the Institute’s target countries, regions and at the global level.

Qualifications and Required Skills:

Education:

University graduate degree, preferably in a relevant social science discipline. 

Professional Experience:  

Minimum of ten (10) years experience in policy and diversity analysis and research in an international environment (IGO, NGO or research organization);

Extensive experience in identifying and addressing diversity issues, preferably in democratic processes;

Extensive knowledge of the social and political aspects of diversity in democracies.

 Functional Competencies

Proven ability to conceptualize, innovate, plan and execute ideas and to transfer knowledge and skills;

Ability to provide inputs for conceptualising strategies and designing programmes of work;

Ability to manage projects effectively;

Ability to conduct and manage research;

Good level of political maturity, personal initiative and creativity;

Flexibility, ability to work independently and to deliver against tight deadlines;

Excellent collaboration, negotiation, dialogue/conflict resolution skills;

Excellent communication and presentation skills, including the ability to present complex political/technical issues to non expert audiences;

Excellent interpersonal skills; 

Ability to build and maintain broad networks of partners;

Ability to operate effectively in a multi-cultural environment and be gender-sensitive.

Computer Skills

Knowledge of Microsoft Office  package (including Excel) and Internet

Language Skills

English: Fluent written and oral;             
Other:Any other language spoken in an IDEA priority region would also be an asset.

Criteria for Professional Performance:The incumbent is expected to act according to a set of principles when carrying out her/his responsibilities both at Headquarters and in the field and, as appropriate to their role, display the following:
