The WANA programme was launched in 2011 after the revolutions that swept many countries in the region. Since that time 10 countries in the region have amended, replaced or reconsidered their constitutional frameworks. In these countries, some progress has been made in the struggle for democratization, however significant challenges remain. International IDEA continues to support constitution building across the region through the provision of support to constituent assemblies, members of the legal community, academics and others.
Duties and Responsibilities
- Oversee the implementation of assistance to the Arab Association of Constitutional Law;
- Oversee and manage consultants;
- Contribute to the Arabic version of ConstitutionNet;
- Ensure that activities under the workplan are undertaken, or redesigned in coordination with the Programme Manager / Acting Regional Director;
- Facilitating the development and implementation of conferences and/or workshops (including drafting the agenda, identifying participants, assisting with basic logistics, report writing and follow-up);
- Liaison with IDEA Member States (including the provision of updates and attending meetings, briefings etc.);
- Liaison with the CBP team in Global Programme;
- Fundraising;
- Any other task as requested by the line manager.
General Profile
- A strong interest in constitutional law generally, and in constitutional developments in WANA, particularly since January 2011;
- A track record of:Project management (including project design, budget management and project assessment; will lead meetings and discussions, supervise publications and review input from external providers)
- Providing inputs to analysis on constitutional developments in WANA since 2011;
- Communicating with international audiences (orally and in writing);
- Fluency in Arabic and English;
- The ability to work in a diverse and international environment and to work with peers in a team and collaborative environment;
- The ability to travel to countries in WANA and further afield, sometimes at short notice.
- Ability to work with minimal guidance and supervision;
- Can work with minimal guidance and supervision;
- Ability to follow internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
- Ability to integrate a gender and diversity perspective in all activities.

Programmatic Knowledge
- Has in-depth knowledge in constitution building processes and a good understanding of related disciplines. Is able to approach programmatic issues in a holistic manner.
Operational Knowledge, skills and experience
- Ability to integrate a results-based approach into the design, management and evaluation of all his/her programmatic activities;
- A good understanding of relevant constitution building issues in West Asia and North Africa with demonstrated field experience in the region;
- Ability to contribute to the research of information on donors and partners, preparation of reports and project briefs, identification of opportunities for initiation of new projects, and all other activities related to resource mobilization and partnership building;
- Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management in past experiences.
Leadership
- There is no management of permanent staff under this position;
- Ability to assume project management responsibilities.

- Ability to identify and resolve complex problems; approach issues with new perspectives; analyze situations from a multitude of intervening factors.

- Minimum 5 years of experience in supporting constitution building processes, including substantial internship(s).

Two (2) Year Fixed Term Appointment. Salary entry point EUR 4 745 net, per month.
