This report provides insight into integrating cultural analysis in development programmes, especially in the critical areas of gender equity and equality and reproductive health and rights.

This report is the result of a project carried out by International IDEA and the Arab NGO Network for Development (ANND), aimed at discussing democratic reform in Egypt, Jordan and Yemen.

The paper includes three brief case studies of the electoral processes in Yemen, Lebanon and Jordan. It attempts to assess how the electoral process in each of these countries was supportive, or not, of women’s participation.
