The right to vote and the right to stand for election are two fundamental elements of democracy. Notably, many countries did not afford women the right to vote until the 20th Century. Even today, universal suffrage is not a given right in all countries, and women often face obstacles that undermine their participation in political and electoral processes. There are various ways to support women in overcoming these obstacles. Such methods include revising the electoral system used, applying affirmative action mechanisms such as quotas, improving voter education for women and training political candidates. Finland's county council elections were the first regional or municipality elections in the history of the country in which women won the majority of seats. In total, female candidates snapped up 53 percent of county councillor spots in the elections.
Women dominated the polls to the greatest extent in the Western Uusimaa municipality, where they accounted for 68.4 percent of elected candidates. Women also won over 60 percent of seats in the municipalities of Vantaa, Kerava and Central Uusimaa.

According to the notification, 46 of the total of 272 wards in the three civic bodies are reserved for Scheduled Caste's candidates including women, while 114 general category sears have been kept for women candidates.
