Increased Women’s Political Participation Still Dependent on Quotas, 2012 Elections Show

Releasing its annual analysis on the statistics on women MPs ahead of International Women’s Day (8th March), the Inter-Parliamentary Union (IPU) found 2012 represented a year of higher than usual level of progress on women’s political participation. The global average of women in parliaments by the end of 2012 stood at 20.3 per cent, up from 19.5 per cent in 2011. With the exception of 2007, the average annual rate of increase in recent years has been 0.5 percentage point.

NDI’s ongoing qualitative research revealed that while Libyans were broadly supportive of women playing roles in public life, there was significant disagreement over what type of engagement is best-suited to women. Some participants in a study conducted in November 2011 were uncomfortable with women playing a leading role in politics and thought high-level positions were inappropriate or would conflict with women’s responsibilities to their families.

Saudi Arabia: Saudi Women Take Seats in Shura Council

Thirty Saudi women have taken seats in Saudi Arabia's Shura Council, for the first time in the conservative kingdom's history, as they were sworn in before King Abdullah at his palace in the capital, Riyadh.

The women took their seats in the same room with their 130 male colleagues and were sworn in collectively, state television said on Tuesday.

Constitutional law professor Yusril Ihza Mahendra has questioned the 30 percent quota for women in the Indonesian electoral system, doubting the legal foundation of the quota and expressing a desire for the Constitutional Court to repeal it.
Many women have defended the policy. The issue of quotas for women has provoked tough debate in Indonesia and in the world. Do we need such gender-biased policies?
