Women, Peace and Security

Established international norms and standards promote the protection of women during armed conflict and their participation in peace and security decision-making. The UN Security Council resolution 1325 on women, peace and security (UNSCR 1325) is one of the critical tools for moving the gender equality agenda forward in conflict and postconflict situations.

UN Security Council resolution 1325 (2000) mandates that women in post-conflict states fully participate in all aspects of the transition. The resolution is historic because of the depth of change — in procedure, assessment, delivery and attitudes — necessary for its full implementation.

Post-conflict & Transitional participation

According to the Ploughshares, in 2005, armed conflicts raged in 27 countries. In five of them, casualties exceeded 100,000 people, and the indirect costs in human capital, infrastructure and effect on future development are beyond estimation. The transition period begins when wars end through negotiated settlements or other means. With international and regional assistance, parties seek ways to deter the cycle of conflict by establishing a stable government to protect and provide for its citizens.

Efforts to make Burkina Faso only the second country in West Africa after Benin to legislate against all forms of violence against women and girls get underway next week. A two-day consultation organized by the Burkinabè parliament and IPU on 14-15 June with MPs, parliamentary staff, government ministries, law enforcers, civil society, women’s and human rights groups will mark the first step in the drafting of a new bill on tackling violence against women in the country.

The lack of implementation of CEDAW is exacerbated by countries’ reservations to the treaty. Many countries, including most Muslim countries [with the exceptions of Afghanistan and Yemen], have significant and broad reservations to CEDAW that nullify their commitment to gender equality.Around 22 member states, ranging from Algeria and Australia to the United Arab Emirates (UAE) and the United Kingdom, have exercised their right not to implement certain provisions of the treaty, even though they have signed and ratified CEDAW.

The Council marked the 10th anniversary of the resolution, which made historic commitments to women, peace and security, through an Open Debate yesterday that considered a stronger implementation, monitoring and accountability framework. More than 80 Member States delivered statements to the Council.
