Albania’s 2009 Parliamentary Election: Monitoring the Implementation of Gender Quota and Women’s Participation

The 2009 election was the first to take place after the adoption of a quota for women’s participation in political life, and after the revisions to the Electoral Code approved in late 2008. The quota law, “On Equality in Society,” was enacted in July 2008.

It stated that at least 30 percent of appointed positions should be filled by the under-represented sex (i.e. women). It also stated that 30 percent of all candidates put forward in national and local elections should be from the under-represented sex.
