Study Finds Europe's Gender Pay Gap Remains

The European Union (EU) has made almost no progress in closing the wage gap between women and men in the last decade, according to a recent report by the European Commission. Women in EU member states earn an average of 15 percent less than men, even though more women attend university and perform better in school. The report cites the undervaluation of jobs dominated by women as a major contributor to the widening pay gap.

The report, "Women and men in decision-making 2007," said the proportion of women members in parliaments in European countries is "still well below the so-called critical mass of 30 percent deemed necessary for women to exert meaningful influence on politics." According to the report, men outnumber women among ministers in national governments by around three to one. About 24 percent of them are women and 76 percent are men.

During the 2004-2009 EP legislature Malta and Cyprus were the only two out of 27 Member States without any women MEPs. Does this reflect a male-dominated Mediterranean mentality or will the trend be broken in the upcoming June elections? More than half of voters across Europe are female but women are still under-represented throughout the EU. After the first European Elections of 1979, 16.3 per cent of MEPs were women. This percentage rose to 26.1 per cent in 1994, 30.19 per cent in 1999 and 30.3 per cent in 2004.

At a meeting Monday (May 25th), a bloc of female lawmakers called for changes to the current system, which is based on closed lists. Under that system, they said, voters usually support the leader of a party, and all parties are currently led by men.

The principle is simple: if campaigners muster 1 million signatures for a proposal, they can ask the European Commission, the E.U.'s executive branch, to write new legislation. The new system has received a cautious welcome from Europeans.
