This paper explores how inequalities in women's participation and influence in political and public life can be addressed through the new global development framework that is expected to replace the Millennium Development Goals when they expire in 2015.

While the number of women parliamentarians is understood to have increased by 75% since 19951, such trends are not as encouraging considering that women continue to be at the ‘bottom of the power pyramid’  and represent only 19.7% of parliamenta

2012 represented nearly a 1 percentage-point increase in the world average (20.3%).  With the exception of 2007, this is nearly double the annual rate of increase.

Although Lebanon is known in the Middle East for its relative political openness and for the degree of freedom Lebanese women enjoy, it paradoxically has one of the lowest rates of women’s political engagement in the region.

This report reflects the findings of the preparatory phase of a three-year research project exploring the role of gender in peacebuilding.
