Framework for the Consolidation of Parity Democracy
In 2013 the 29th General Assembly of the Latin American Parliament, that took place on 19-20 October, approved the Resolution on the political participation of women, which “reaffirms the commitment to substantive equality of women and men, promoting a Legal Framework that recognizes parity as one of the key forces of democracy and whose objective is to achieve equality in power, in decision-making, and in the mechanisms of social and political representation in order to eradicate the structural exclusion of women”.
In 2014, and in the framework of the debates promoted by PARLATINO on the occasion of the Fiftieth Anniversary of its constitution, the Latin American Parliament, in collaboration with the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and the National Forum of Women in Political Parties (FONAMUPP), held on 4 and 5 December 2014, the ‘Parliamentary Meeting: Women, Parity Democracy’, at its headquarters in Panama, hosted by UN Women, the Electoral Court of Panama and the Inter-American Development Bank, with the technical assistance of UN Women throughout the whole process.
The meeting was attended by 173 participants, parliamentarians, Electoral Courts judges and representatives of various State institutions, as well as by women of political networks from 16 countries of the region (Argentina, Bolivia, Brazil, Colombia, Cuba, Curacao, Ecuador, El Salvador, Guatemala, Mexico, Nicaragua, Panama, Paraguay, St. Maarten, Uruguay and Venezuela), representatives of 11 international or regional organizations (Latin American Parliament, UN Women, UNDP, UNFPA, the Resident Coordinator of the United Nations System in Panama, CIM/OEA, International IDEA, Ibero-American Union of Municipalities, parlAmericas), political scientists academic experts and gender specialists in the region. This Framework for the Consolidation of Parity Democracy is the product of the commitments agreed on that meeting.
