The shock of Alexey Navalny's death in the Arctic Yamal penal colony Harp on February 16, 2024, was felt by millions of people in Russia and abroad.  The informal leader of the opposition to Putin, he was optimistic about his and Russia's future even after three years in jail and over 300 days in unbearable solitary confinement. 

With his death has come an overwhelming, sense of hopelessness, as witnessed by the social media feeds of people with opposition views and people mourning his death at the funeral.

However, on February 19, only three days after the death of her husband, Yulia Navalnaya stepped in. In her first ever video posted on both her husbands and her own new X account and YouTube account, she said […]

For a lot of people, this meant that the hope returned.

Navalnaya has since given a speech at the EU Parliament, met with President Biden and the EU member states’ foreign ministers. She had just called for people in Russia to express their protest and show how many people would vote against Putin.

NATO recognises the disproportionate impact that conflict has on women and girls, the vital roles women play in peace and security, and the importance of incorporating gender perspectives in all that the Alliance does. The Women, Peace and Security agenda was launched on 31 October 2000 with the adoption of United Nations Security Council Resolution 1325 and now includes nine additional Resolutions (1820, 1888, 1889, 1960, 2106, 2122, 2422, 2467 and 2493). NATO’s approach to the Women, Peace and Security agenda is framed around the principles of integration, inclusiveness and integrity.

Guiding principles

NATO’s common values of individual liberty, democracy, human rights and obligations under the Charter of the United Nations underpin the principle that the full rights and participation of women are essential.  Drawing from the UN Security Council Resolutions (UNSCRs) on Women, Peace and Security (WPS), the Alliance works to address gender inequality by integrating gender perspectives through the Alliance’s three core tasks of deterrence and defence, crisis prevention and management, and cooperative security.

Three principles guide NATO’s work on WPS: integration, inclusiveness and integrity.

It’s 2024, but power still looks like a man. Despite Australia’s claim to egalitarianism, achieving equal political participation and representation remains a formidable challenge for women. Concerningly, the persistent and ingrained obstacles in women’s way are affecting the aspirations of the next generation of female leaders.

According to 2022 research spanning 29 countries, including Australia, satisfaction among young females aged 15-24 with their leaders’ decisions on issues they care about stands at a mere 11%. An overwhelming 97% acknowledged the importance of political participation. Yet, only 24% of those aspiring to engage in politics could see themselves running for office.

Worse still, 20% have been personally discouraged from political involvement. This is often because they’re either considered to be less qualified or that they will inevitably face discrimination and gendered violence.

I crunched the numbers to assess the situation in Australia. While much has been said about the mistreatment of female leaders, how does this play into the psyche of female constituents?

It's often said that adversity doesn't build character, it reveals it. Borrowing from Eleanor Roosevelt's iconic comparison, women, like tea bags, only show their strength when in hot water. Today, amidst the boiling cauldron of global conflicts and political challenges, a new narrative is emerging - one where the resilience and determination of women are not just supporting roles but headline acts against male-dominated aggression.

In a world where headlines often speak of wars and conflicts, primarily led and perpetuated by men, the emergence of strong female figures in the realm of global politics offers a glimmer of hope. Take, for example, Yulia Navalnaya, who, following the murder of her husband Alexei Navalny, has become a formidable opponent to Vladimir Putin's regime. Navalnaya's transition from a life away from the limelight to being at the forefront of Russia's opposition movement underscores the potential of women's leadership in steering the world towards peace. Her courage, alongside the quiet strength of individuals such as Nikki Haley, who continues her political aspirations against figures like Donald Trump despite facing derogatory remarks, illustrates the pivotal role women can play in reshaping global politics.

A very moving and inspirational #IWD2024 conference was held today, Saturday, February 24, 2024, in Paris. The conference featured the NCRI President-elect Maryam Rajavi as the keynote speaker, and dozens of other influential women from around the world. Mrs. Rajavi emphasized that women’s active and equal participation in political leadership is the key to realize gender equality in any society.

The NCRI President-elect also reiterated that women’s equality and leadership is indispensable to the fight against a misogynistic regime. She also called on young women in Iran to rise up and save the millions of women who are victims of the mullahs’ oppression, by overthrowing the regime. Following is the full text of her speech:

Women’s Active and Equal Participation in Political Leadership Is Indispensable to Democracy

On the eve of International Women’s Day, we pay tribute to the women who have championed the cause of equality, made sacrifices, and paved the way for others, ushering in a new era.

As a result of these struggles, hardships, and four decades of resistance against religious tyranny, I stand here today with pride to underscore the following truths:

Women are the actors for change.

The topic of gender equality has been a prominent subject of discussion in the international discourse for a considerable period. The acknowledgment of women’s rights and their involvement in diverse domains of society, including the political realm, has been a protracted and hard-won struggle. 

Within the domain of global politics, this conflict assumes notable importance, given that choices taken within the international arena carry extensive ramifications that affect individuals around the globe. Despite some advancements, achieving gender equality in the realm of international politics remains a challenging objective, with women persistently facing a lack of representation in crucial positions of power and influence. The progression of gender equality within the realm of international politics is a crucial yet unfinished undertaking, necessitating the implementation of comprehensive strategies that enable women and eliminate obstacles to their full engagement in decision-making procedures.

In the realm of international politics, there has been notable advancement in the pursuit of gender equality. This achievement can be attributed to the concerted efforts of international organizations, governments, and civil society, all of whom have been actively advocating for more women’s participation in global decision-making mechanisms. The milestone of women’s empowerment was signified by the acceptance of international agreements such as the Beijing Declaration and Platform for Action by the United Nations in 1995 (Women).

The compilation, analysis and dissemination of gender statistics are critical to capture the specific realities in the life of women and men. They are powerful tool to highlight aspects of gender inequality, and to provide an evidence base for developing and monitoring policies and programmes oriented towards reducing these inequalities. Gender data is key to achieve the 2030 Agenda and other national commitments. Government policies and programs in Lebanon articulate the need for measuring and monitoring gender equality, which has led to a substantial increase in demand for data producers to make available relevant and reliable gender statistics.

In response to the rising needs for more gender disaggregated data and indicators, and to better understand trends in gender equalities and inequalities over the past 15 years, CAS- with the support of UNDP- did a compilation of gender-disaggregated indicators based on official survey-based statistics and administrative data. The results were comprehensively presented in the report “The life of Women and Men in Lebanon: A Statistical Portrait”. This compilation provides a better understanding of the country’s progress on gender inequality and highlights critical gaps and disparities yet to be bridged. The report focused on six thematic areas: Demography, health, education, labor market, socio-economic conditions, and decision-making and human rights.

Decades of research has debated whether women first need to reach a “critical mass” in the legislature before they can effectively influence legislative outcomes. This study contributes to the debate using supervised tree-based machine learning to study the relationship between increasing variation in women's legislative representation and the allocation of government expenditures in three policy areas: education, healthcare, and defense. We find that women's representation predicts spending in all three areas. We also find evidence of critical mass effects as the relationships between women's representation and government spending are nonlinear. However, beyond critical mass, our research points to a potential critical mass interval or critical limit point in women's representation. We offer guidance on how these results can inform future research using standard parametric models.

Abstract

Social norms that legitimise men as political leaders, and undervalue women’s leadership, are a tenacious barrier to women’s representation globally. This article explores the circumstances under which women dynasty politicians, whose legacy connections have provided them with an initial pathway into politics, are able to disrupt these norms. We test a proposed typology of normative change – one that progresses from norm acceptance, to norm modification, then norm resistance – among women dynasty politicians in the Pacific Islands. We find that norms of masculinised political leadership are strong, and in many cases the election of wives, widows, daughters and other relatives of male political actors reinforces these norms through their positioning as ‘placeholders’. Yet some women dynasty politicians can, and do, challenge and extend social norms of leadership. This is especially the case when the ‘legacy advantage’ is a springboard from which women demonstrate – and their publics accept – their own articulation of political leadership.

This report reflects the main arguments presented during the high-level seminar, organized by UN Women in collaboration with the Italian Ministry of Foreign Affairs and International Cooperation, on “Strengthening women’s participation in peace processes: What roles and responsibilities for states?” in Rome, Italy, on 3 and 4 December 2019. The main arguments include the persistent barriers to women’s meaningful participation in peace and mediation processes and the opportunities that exist to remove them.

Specifically, seminar participants discussed challenges related to limited political will, the link between women’s underrepresentation in politics and their marginalization in peace processes, the complex balance between women’s representation and promoting gender equality, and the barriers to sustainable civil society involvement.

Second, the report highlights perspectives and lessons learned that representatives of the United Nations, Member States, regional organizations, and civil society shared on how to enhance women’s meaningful participation in peace processes. Two strategies were emphasized: the design of inclusive peace processes and the role of regional networks of women mediators in bridging peace processes across tracks. The case studies of Colombia, Syria, and Cyprus are also included, offering insights on some successful strategies to increase women’s participation.

Finally, the report describes the key policy recommendations that emanated from the seminar, with a view to addressing ongoing barriers to women’s participation and using innovative and comprehensive strategies to achieve more gender-responsive peace processes.

The global report on Gender Equality in Public Administration (GEPA) report provides an overview of key trends and analysis on women’s participation and leadership in public administration, based on evidence from UNDP and the University of Pittsburgh’s ground-breaking GEPA database. The first comprehensive in-depth research into the issue covering 170 countries, finds that though there has been progress on women’s representation overall in public administration, persistent gaps remain. Women continue to hit a glass ceiling and glass walls that stop them from advancing to positions at the highest levels of power and influence, including in the COVID-19 response. The report provides practical recommendations to help shatter these glass ceilings and glass walls and to reimagine and redesign more gender inclusive and diverse public administrations.

Abstract

Throughout history, most positions of political power have been held by men, and despite numerous laws and regulations aimed at increasing gender equality in society and politics, the majority of democratic assemblies remain predominantly composed of men. What makes this gender composition persistent over time? Using data from Swedish population registers from 1982 to 2014 and demographic statistics from 1749 to 1859, I study how historical social norms shape the present-day gender balance in local politics. The results show that where family formation was more traditional in the past, there are fewer women in local politics today. The analysis also shows that family formation is a likely mechanism for the transmission of social norms across generations. The findings contribute to our understanding of the historical persistence of social structures and the reasons why gender balance in politics is not easily achieved.
